keep the error rate in the social system down.

In the technical domain we consider only error and how to reduce and correct it. So we can do much to improve heath by keeping our water supply clean. The attribution of blame and guilt must be done by peers because it is too complex to judge technically, although technical means provide evidence for judgment: what was the internal state of X when s/he performed this act?

The symmetric Universe wants to be the constant energy basis of the Universe. The eigenvalue equation for energy assigns an energy to certain ordered sets (functions, eigenvectors), in other words it assigns an energy to a form (a potential energy) which becomes manifest when (non-degenerate) forms or states are 'occupied' or 'vacated' [created or annihilated] with the emission or absorption of energy. Because quantum mechanics is complexity invariant, we can say all we want to say with two state systems, The extrapolation is ultimately of computation and constrained by the boundaries of computation.

Phase is never constant, [except where there is no energy, ie no reality, ie pure form] counting increasingly like time, but relative phase may be constant or vary much more slowly than the underlying phases, and it is here that we find the structure of the Universe. So constant energy conveys no information,

Each state is a map (function) describing a moment in the evolution of a system [in terms of a set of 'known' or 'assumed' base states], and we may put all the maps together to build an atlas (history) of the evolution of the state.

Quantum Hamiltonian mechanics is mathematical machinery for determining the time rate (time probability) of communication in the channels defined by the Hamiltonian matrix, ie how much communication [traffic] is there between i and j ?
